The substantial weight attached to unmet traveller site need, the absence of alternative sites, and the appellants' personal circumstances (including the best interests of the children) clearly outweighed the Green Belt and other harm, establishing very special circumstances.
The substantial Green Belt harm (inappropriateness, loss of openness, encroachment) together with harm to local character and conflict with flood risk policy was clearly outweighed by the substantial weight given to unmet traveller site need, lack of alternatives and personal circumstances, so very special circumstances were found to exist justifying permission on Appeals A and C.
