What decided it

The disproportionately deep double-glazed units and the rustic design of the replacement door would harm the special interest of the listed building and the character of the conservation area, and the limited public benefits did not outweigh that harm.

The limited weight afforded to the claimed public benefits (noise reduction and thermal efficiency) did not outweigh the less than substantial harm identified to the listed building and the conservation area.
