What decided it

The siting and bulk of the proposal towards the centre of the footway would obstruct and erode the footway, making collision more likely and being detrimental to pedestrian safety and convenience.

The relatively modest sustainability, social and economic benefits associated with one telecommunications installation did not outweigh the detriment to the pedestrian environment and safety.
