The unacceptable harm to the character and appearance of the area caused by the scale, massing and design of the proposed dwellings in a spacious residential setting significantly and demonstrably outweighs the modest housing benefits, even in the context of a shortfall in five-year housing land supply.

The modest benefits of housing delivery and economic benefits were significantly and demonstrably outweighed by the significant harm to character and appearance, contrary to the Framework's requirements for high quality design sympathetic to local character.
