What decided it
The inadequate noise assessment demonstrating that harmful noise impacts on nearby residential properties and the character of the landscape to the north of the site could not be ruled out, which outweighed the economic benefits of the proposals.
Although the proposals would allow more flexible quarry operation with economic benefits supported by Framework paragraph 209 and 211, the failure to adequately demonstrate that noise impacts would not be harmful, contrary to Framework paragraph 210(c), meant that the claimed benefits did not outweigh the noise concerns, resulting in dismissal of Appeal B; Appeal A was allowed as it concerned only the floodlighting condition which was not in dispute.
