The benefits of enhancing the architectural value and setting of the listed building and improving natural beauty were outweighed by the combined harm of losing a community facility contrary to Policy SD43 and undermining the first statutory purpose of the National Park by removing public access to a cultural asset, which was a matter of great weight.
