What decided it
The proposal is inappropriate development in the Green Belt with no very special circumstances to justify it, and the Green Belt exception in NPPF paragraph 11(d)(i) and footnote 7 displaces the presumption in favour of sustainable development despite the lack of five-year housing land supply.
The substantial harm to the Green Belt by reason of inappropriateness, combined with harm to openness and character and appearance, was not clearly outweighed by the modest housing contribution and other considerations, and the Green Belt exception to the presumption in favour of sustainable development applied.
