The removal of the personal tie to Ms Julie Price was justified as reasonable and necessary, but commercial use had to be restricted due to unacceptable highway safety impacts at Blackerton Cross Junction.
The economic benefits of allowing commercial equine use were outweighed by the unacceptable highway safety risks at the nearby junction, requiring retention of a non-commercial restriction albeit without personal reference to the appellant.
