What decided it

The existence of an extant planning permission for four dwellings on the site, which remains capable of implementation and is afforded very significant weight as a material planning consideration, meant that the proposal would not cause material harm to character and appearance or living conditions when compared to what could lawfully be built.

The benefits of delivering four dwellings in accordance with an extant permission outweighed the minor design differences and technical policy departures, particularly the window-to-window separation distance, given the site constraints and the fallback position.
