Main issues, as the Inspector framed them
- whether the appeal site is a suitable location for new dwellings having regard to local and national policy for the delivery of housing
- the effect of the proposed development on the character and appearance of the area
- whether the proposed development makes adequate provision for affordable housing
What decided it
The Council's inability to demonstrate a five-year supply of housing land (3.11 years) engaged the presumption in favour of sustainable development, which outweighed the moderate harm to character and appearance and the conflict with the development plan.
The adverse impacts of unsatisfactory location and moderate harm to character and appearance, together with conflict with development plan policies, were outweighed by the benefits of eight additional dwellings in the context of the significant shortfall in housing land supply and the presumption in favour of sustainable development.
