The very significant, weighty benefits of delivering specialist housing for older people in a context of an undersupplied five-year housing land supply, combined with the absence of harm to heritage assets or character and appearance, outweighed the limited conflict with Policy IMPL2.

The very significant social, economic and environmental benefits of the scheme (including delivery of specialist older persons' housing, efficient land use, biodiversity net gain and economic activity), combined with the tilted balance, were not significantly and demonstrably outweighed by the harm arising from conflict with Policy IMPL2, justifying a decision otherwise than in strict accordance with the development plan.
