Main issues, as the Inspector framed them
- the effect of the development on the character and appearance of the area
- whether the appeal site is an appropriate location for the development having regard to the development plan
- the effect of the development on European Designated sites
What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites engaged the tilted balance under paragraph 11(d) of the Framework, which outweighed the conflict with Policy S8 of the Local Plan.
The conflict with Policy S8 of the Local Plan, which carries significant weight, was outweighed by the presumption in favour of sustainable development arising from the Council's inability to demonstrate a five-year housing land supply, the absence of harm to character and appearance, the location's access to services and sustainable transport, and the moderate weight given to housing delivery benefits.
