For Appeal A, the significant benefits of housing delivery, sustainable urban extension, employment and community facilities, together with compliance with the development plan, were not outweighed by any identified harm; for Appeal B, the moderate weight given to the loss of the non-designated heritage asset was substantially outweighed by the public benefit of enabling the Perryfields development.
