What decided it

The proposal failed to satisfy the development plan requirements for an annex to be well-related and ancillary to the host dwelling, and failed to demonstrate either feasibility of conversion without rebuilding or demonstrable need for holiday let accommodation.

The benefits to the appellant in providing accommodation for elderly parents and longer-term use of the building did not outweigh the conflict with development plan policies for annex and holiday accommodation.
