What decided it

The absence of evidence in the Flood Risk Assessment to satisfy the sequential test meant the Inspector could not be persuaded that no more suitable sites at lower flood risk existed elsewhere in the borough, making the proposal contrary to development plan policy on flood risk.

The modest housing benefit was outweighed by the significant harm from locating new residential development in an area of high flood risk, contrary to the development plan.
