What decided it
The excessive bulk, height and massing of the loft conversion would result in significant harm to the character and appearance of the host property and local area, and less than substantial harm to the setting of the Grade II listed Forge Farm, which when weighed against the predominantly private benefits of the proposal, justified dismissal.
Although the harm to the listed building would be less than substantial, great weight must be given to the conservation of heritage assets; combined with the significant harm to character and appearance and the predominantly private rather than public benefits, the balance tipped against the proposal.
