What decided it

The benefits of sustainable tourism and economic recovery supported by the Written Ministerial Statement were balanced against the need to conserve and enhance the National Park landscape; the balance tipped in favour of allowing the appeal subject to a lighting management scheme condition to mitigate light pollution effects.
