What decided it

The proposal failed to comply with Policy 14 of the MWLP by not identifying the end fates for waste outputs, a fundamental consideration in waste management that could not be assumed from the previous use.

The substantial weight given to the previous use and ease of re-commencement was outweighed by the fundamental conflict with local waste management policy regarding locational and functional requirements.
