What decided it

The proposed studio apartment would have very limited outlook due to its single aspect, depth, layout and proximity to a tall fence, providing inadequate living conditions contrary to development plan policy.

The modest economic and social benefits of additional housing and reduced anti-social behaviour did not outweigh the harm identified in relation to inadequate outlook and living conditions.
