What decided it

The elevated views afforded by the decking into neighbouring rear gardens, causing loss of privacy that seriously impedes the normal enjoyment of those gardens, outweighs any benefit from safe access to the patio doors.

The benefit of safe and easy use of the patio doors was outweighed by the significant harm to the living conditions of neighbouring occupiers through loss of privacy.
