The severe detriment to the living conditions of neighbouring occupiers through noise disturbance and the failure to provide adequate and accessible living conditions for future occupiers, particularly the larger units on upper floors, significantly and demonstrably outweighed the modest housing benefits even under the tilted balance.
The modest contribution of six housing units and associated social and economic benefits attracted moderate weight, but the significant harm to living conditions of both future occupiers and neighbouring residents significantly and demonstrably outweighed these benefits, such that permission should be refused despite the out-of-date development plan and housing land supply shortfall.
