What decided it
The absence of a secured mechanism to mitigate the impact on the Epping Forest SAC, combined with the conflict with Policy LP6 (location outside a centre) and the inadequate private amenity space for Flat 1, meant the adverse impacts significantly and demonstrably outweighed the modest housing benefit.
The modest contribution to housing supply in an area without a five-year supply was given moderate weight in support, but the cumulative harm from conflicts with Policies LP6 and LP29 (amenity space and SAC mitigation) significantly and demonstrably outweighed this benefit when assessed against the NPPF as a whole.
