What decided it
The proposed development failed to constitute exceptional design that would justify an isolated dwelling in the countryside, and cumulatively conflicted with the development plan on grounds of location suitability, character and appearance, conservation area setting, and highway safety.
The less than substantial harm to the conservation area setting was not outweighed by the limited public benefits of increased housing supply and construction-phase economic benefits, which were insufficient given the scale of development and limited support to local services.
