What decided it

The applicant failed to demonstrate beyond reasonable doubt that the proposal would not significantly adversely affect the conservation objectives and integrity of the Bath and Bradford-on-Avon Bats SAC, contrary to the Conservation of Habitats and Species Regulations 2017 and Policy NE3.

The high weight attached to the risk of significant adverse effect on the SAC's integrity outweighed the private benefits of retirement downsizing and high-quality design, as the scheme failed to satisfy the requirements for development affecting internationally important sites.
