The proposed ground floor flat (Flat 1) would fall significantly short of the minimum floorspace standards set out in the Technical Housing Standards and London Plan Policy D6, providing substandard accommodation that would be harmful to the living conditions of future occupiers.
The limited social and economic benefits of a net increase of one dwelling to the housing stock were afforded only moderate weight and did not outweigh the harm caused by the substandard accommodation in Flat 1.
