What decided it
The failure to demonstrate effective marketing at an appropriate price over a sustained period meant the loss of employment and community use was unjustified and conflicted with development plan policies, and this conflict substantially outweighed the limited housing supply benefits.
The limited housing benefits and other economic, social and environmental benefits were substantially outweighed by the permanent loss of employment and community space without adequate justification, contrary to the Council's development plan strategy and the Framework's expectation that sufficient land be made available for employment and community uses.
