What decided it

The Council's failure to demonstrate a five-year housing land supply engaged the tilted balance under Framework paragraph 11(d), and the contribution to housing supply in a reasonably accessible location outweighed the limited conflict with the development plan.

The limited conflict with the development plan (loss of family-sized accommodation) was outweighed by the significant benefit of contributing to housing supply in a borough failing to deliver sufficient housing, with the Framework's presumption in favour of sustainable development applying.
