The height, bulk and elaborate design of the orangery, including the roof lantern, would not be subservient to the single storey wing and would harm the significance of the listed building, and the private benefits of the scheme do not outweigh this less than substantial harm.
The less than substantial harm to the significance of the listed building was weighed against the public benefits of the proposal, which were found to be largely private; the balance did not favour the development.
