Although the proposal would provide two additional dwellings and economic benefits, these limited benefits would be significantly and demonstrably outweighed by the harm to the River Avon and Dorset Heathland as internationally important and valuable ecological sites; the tilted balance does not apply due to the likely significant effect on habitats sites.
