The existence of an extant planning permission for a similar development (the Previously Approved Scheme) as a significant fallback position, combined with the finding that the appeal proposal would integrate better with nearby built form and would not result in significant additional harm to character and appearance compared to that fallback.

The appeal scheme's wider spread of development and increased glazing facing south were outweighed by the significant weight attached to the fallback position and the finding that the proposal would integrate more successfully into its surroundings than the previously approved scheme.
