What decided it

The permanent loss of two centrally-located retail units would fragment the shopping character and harm the function and viability of the local centre, contrary to Policy DEV18, and the modest housing and economic benefits did not outweigh this harm.

The housing supply and economic benefits of two residential units on a sustainably-located windfall site were outweighed by the harm to the viability and vitality of the local centre through permanent loss of retail units and fragmentation of its shopping character.
