What decided it

The condition is necessary to preserve the housing mix identified in the Neighbourhood Development Plan and required by development plan policies H3, RA2 and B1, and is justified under NPPF paragraph 53 because it prevents the permanent erosion of housing options for smaller households.

The need to sustain the housing mix and meet the objectives of the Neighbourhood Development Plan outweighed any social disbenefit to future occupants, who retain the ability to enlarge their dwellings through normal planning applications.
