The engagement of the presumption in favour of sustainable development due to the Council's inability to demonstrate a five-year housing land supply, combined with the significant weight given to housing delivery, outweighed the limited harm to character and appearance.

The modest adverse impacts of erosion of spacious character and conflict with development plan policies were outweighed by the significant benefit of delivering additional housing in the context of housing under-supply and the presumption in favour of sustainable development under NPPF paragraph 11(d)
