What decided it

The low pitched roof would cut across the relieving arch and cause permanent scarring to the masonry, harming the special interest of the listed building with no public benefits to justify this harm.

The less than substantial harm to the listed building was not outweighed by any public benefits, as the proposal would solely benefit the occupiers of the existing dwelling.
