Main issues, as the Inspector framed them
- the effect of the development upon the character and appearance of the Conservation Area
- the effect of the development upon the living conditions of the occupiers of neighbouring properties in terms of outlook and light
- whether sufficient living conditions would be provided for the future occupiers of the development in terms of access to refuse storage
- the effect of the development upon highway safety
- whether sufficient cycle storage would be provided for the future occupiers of the development
What decided it
The cumulative adverse effects on the Conservation Area's character, neighbouring living conditions, proposed occupiers' living conditions, highway safety, and cycle storage provision, combined with the limited public benefits of the scheme, meant the proposal conflicted with the development plan and should be dismissed.
The less than substantial harm to the Conservation Area's character and appearance was not outweighed by the limited public benefits arising from increased housing supply and construction-phase economic benefits, when giving significant importance and weight to the desirability of preserving or enhancing the Conservation Area.
