What decided it

The substantial economic benefits of the proposal, including provision of 7 full-time jobs and a useful local service, clearly and convincingly outweigh the limited loss of industrial floorspace and accord with the Framework's support for economic growth and productivity.

The limited and technical conflict with the development plan policies regarding loss of industrial floorspace was clearly and convincingly outweighed by the substantial benefits of the proposal in accordance with the economic aims of the Framework.
