What decided it

The absence of clear lines of sight between the proposed window and existing windows, combined with the established pattern of mutual intervisibility at sub-standard distances in the immediate setting, meant that no unacceptable harm to privacy would result, satisfying Policy SL1 despite non-compliance with the 21-metre standard.
