The harm to character and appearance (significant weight) and policy conflict with S7 (moderate weight) significantly and demonstrably outweighed the moderate weight given to housing delivery as a windfall site and limited weight given to economic benefits and permitted development rights, such that the presumption in favour of sustainable development did not apply.
