The appellant failed to demonstrate through appropriate marketing strategies and evidence that Unit H could not be reasonably marketed to meet the strong local demand for small, flexible office floorspace, and provided no viability appraisal or other overriding factors to justify the unacceptable loss of employment floorspace contrary to Policy B1.
The Inspector attached substantial weight to the harm caused by the proposal's failure to accord with the development plan and was not persuaded by Government measures encouraging office-to-residential conversion or the argument that the loss represented only 6% of the development's commercial floorspace to outweigh this harm.
