The substantial and disproportionate mass of the proposed extension would harm the character and appearance of the conservation area and significantly harm the living conditions of neighbouring occupiers, with insufficient public benefits to outweigh these harms.
The limited benefits of two dwellings and some local employment were insufficient to outweigh the less than substantial harm to the conservation area and significant harm to neighbouring living conditions.
