The proposed development would introduce a harmfully urbanising form to an undeveloped site which currently contributes positively to the distinct character of the local countryside, conflicting with development plan policies and the Framework.
The limited benefits of two dwellings to housing supply, self-build provision, and biodiversity gains were significantly and demonstrably outweighed by the adverse impacts on character and appearance and encroachment into countryside.
