What decided it
The scale, proportion and flat-roofed design of the dormers would dominate and fundamentally alter the plain, simple roof form of the dwelling, causing unacceptable harm to the character and appearance of the conservation area that could not be justified by any identified public benefits.
The less than substantial harm to the conservation area was weighed against the private benefit of additional living space, which was found insufficient to outweigh the harm; great weight was given to the conservation of the heritage asset as directed by the NPPF.
