What decided it

The concentration of HMOs in the area already exceeded the SPD's 10% threshold at 54%, and approval would increase it to 57%, causing further imbalance to the housing mix and harm to character and amenity that the SPD explicitly prohibits.

No balancing exercise was undertaken; the development was found to conflict with the development plan and SPD without any countervailing benefits that would justify approval.
