What decided it

The proposal would harm the character and appearance of the area by introducing overdevelopment and eroding the sense of openness created by the long rear gardens characteristic of this group of dwellings, and this harm was not outweighed by the limited benefits of providing a single dwelling.

The harm to character and appearance, afforded very substantial weight, was not outweighed by the limited weight given to the housing supply benefit of one dwelling and the negligible weight given to claimed security improvements.
