What decided it

The benefits of housing delivery and support for the rural economy were outweighed by the conflict with development plan policies on sustainable locations and the great weight required to be given to conserving the AONB under paragraph 176 of the Framework, with the harm to the AONB providing a clear reason for refusal under paragraph 11(d).
