What decided it
The site does not meet the Local Plan definition of 'rounding off' because it maintains an open southern boundary and would visually extend building into open countryside, and therefore fails to accord with Policy 3 which controls the location of housing development outside the largest settlements.
The lack of harm in terms of character and appearance does not outweigh the harm in terms of location and departure from the development plan's spatial strategy; the sustainability benefits of contributing to housing provision and supporting local services do not justify deviating from the Local Plan policies.
