What decided it
The proposal would result in a disproportionate and out-of-character concentration of development at a modest-sized village with limited services and facilities, conflicting with Policies 2 and 9 of the Local Plan, and the identified affordable housing need did not justify this scale of development at this location when the evidence showed limited local preference for Ladock and the larger settlement of Grampound Road was a more appropriate location.
The benefits of housing delivery (both affordable and open market), design quality, ecological enhancements, economic and social benefits, and effective use of a windfall site were afforded moderate weight, but the substantial harm and policy conflict arising from the disproportionate scale and out-of-character impact on the settlement were afforded substantial weight, and the harm was not outweighed by the benefits
