What decided it

The absence of an Appropriate Assessment and sufficient drainage details to determine whether the proposal would affect the integrity of the River Wye SAC, combined with paragraph 11(d)(i) of the Framework providing a clear reason for refusal that overrides the presumption in favour of sustainable development.

The benefits of two additional dwellings and the lack of harm to highway safety did not outweigh the clear reason to refuse the proposal arising from potential harm to the River Wye SAC; the presumption in favour of sustainable development did not apply.
