The limited public benefits of one additional dwelling and housing delivery did not outweigh the less than substantial but significant harm to the Ladbroke Conservation Area and the harm to neighbouring living conditions; the heritage harm engaged footnote 6 of paragraph 11(d) displacing the presumption in favour of sustainable development.
