The proposed dormer would be a disproportionate and incongruous addition that would not preserve the character and appearance of the conservation area, and the private benefit of creating an additional bedroom does not outweigh the less than substantial harm caused.

The less than substantial harm to the conservation area was not outweighed by any public benefits, as the creation of a second bedroom constitutes only a private benefit.
